Most tap water, and even a fair amount of filtered water, carries trace chloride ions. Under the right (or wrong) electrical conditions, those ions can be converted into chlorine gas.

Why cheap generators are prone to this

Electrolysis happens at two electrodes: an anode and a cathode. Hydrogen forms at the cathode. At the anode, if chloride ions are present and there's no membrane keeping the two reactions separated, those ions can oxidize into chlorine gas right there in the open water.

A generator without a proper SPE/PEM membrane runs both reactions in the same open volume of water. Whatever forms at the anode has nowhere to go but into the water and the air above it.
